"We are ready to act militarily," Naumann told the ARD network. "All the preparations have been completed. We could keep it going for a long time if necessary," he added. "The targets are exclusively military and they were picked in a way that would limit damage to the civilian population." Naumann said it "could never be excluded" that there would be "collateral damage" to the civilian population. "But our plans were designed in a way that there would be a maximum of damage-limitation to the civilian population," he said. Naumann also said that even if military intervention was averted, there would probably be a need for an international peacekeeping force of between 25,000 to 30,000 troops. "It appears that there will be a need for ground troops, an international peacekeeping force," he said. "There will not be peace in Kosovo without an armed international presence to keep the two sides apart." Naumann said he believed there was sufficient support for a possible military intervention in Kosovo in NATO member countries. "We should all be aware that no one can want a major conflict in the heart of Europe," he said. "We have to take steps to end the violence and fighting in Kosovo."
