The scholarships are intended for students up to the age of 35, who are in the final stage of their study (at university or higher professional level), who graduated no longer than two years previously, or who are completing a PhD programme and would like to continue their study at a university or institute of higher professional education or an eligible research institute in the Netherlands. The scholarships are awarded once only and cannot in principle be extended.

There are two categories of scholarships - general and Dutch studies.

Students wishing to be considered for a scholarship must submit an application form with other supporting documents, among others:

- a TOEFL test with minimum score of 550,

- a letter from the Dutch institute for higher education where the student wishes to study or conduct research, to the Dutch Embassy before 1 February 1999.
