BRATISLAVA (SITA) The Slovak Cabinet, through the revision to the law on local self-governments and the revision to the law on local elections, has declared war against representatives of local self-governments, Viliam Sopko, deputy for the Party of the Democratic Left (SDL), stated at an SDL press conference on Wednesday. He believes that the submitted revisions may be unconstitutional because they weaken operation of local governments and restrict their previously granted powers. Sopko said that wording of both drafts goes against agreements between the Slovak Cabinet and the Association of Slovak Towns and Villages (ZMOS), which was excluded from preparation of the above bills. The SDL will openly support the ZMOS activities. Sopko also pointed out that contrary to legal provisions, Ivan Lexa, head of the Slovak Intelligence Service (SIS), has failed to submit to Parliament an annual report on the operations of the SIS for the past two years. Therefore, he has disrespected the law on the SIS that stipulates that the head of the intelligence service is obliged to submit an annual report on SIS operations. Sopko added that Lexa would not submit a detailed report at the next session of the responsible parliamentary committee. Sopko further revealed that on April 29, 1998, he asked Speaker of Parliament Ivan Gašparovič to request of Lexa the submission of complex information on SIS. However, Gašparovič has not responded to his appeal so far. Sopko claims that the state reserves are undergoing uncommon and non-standard economic transactions through which the state budget is siphoned off. Sopko ascribed responsibility for the current state to the Slovak Cabinet, which has not established effective supervision over the state material reserves so far. The Supreme Supervision Office is also suspicious of the management of state reserves. The office has informed the police and the Slovak Cabinet on these developments. Sopko raised the suspicion that the state institutions are obstructing the results of the investigations.
