A government official said Chiluba was meeting his cabinet ministers at State House to decide what action to take after the foiled coup attempt. Soldiers from a previously unknown group calling itself the National Redemption Council seized the Zambian Broadcasting Corporation offices early on Tuesday and announced that the goverment had been toppled because of its "criminal and corrupt" actions. Some five hours later Chiluba told Zambians in a national broadcast that he had crushed the attempted coup and was still in power. Coup leader Captain "Solo" -- later identified as Captain Steven Lungu -- and at least 20 other members of the armed forces were arrested by troops loyal to the government at the national broadcaster's offices. One dissident soldier was killed in the operation. There was little military presence in the city on Wednesday, except at the Zambian Broadcasting Corporation which remained under heavy military guard.
