RIGA (Reuters) - Thirteen people froze to death in Latvia in November and there were fears of more casualties over the next few days as another cold front hit the region, officials said on Wednesday. Temperatures in the capital Riga on Wednesday morning dipped to about minus 15 degrees Celsius (five Farenheit), where they were expected to remain into the weekend. Officials said that most of those who had died so far had consumed excessive amounts of alcohol.
