and seven abstained from voting. The Cabinet proposes to solve the transfer of powers if a president were not elected in two ways. The first one gives the speaker of parliament the powers to appoint and recall the Cabinet, heads of central state bodies, senior functionaries, university professors, and rectors. The second alternative proposes dividing the presidential powers between three bodies. Parliament would recall and accept the resignation of the Cabinet as a whole. Parliament would appoint the prime minister. The prime minister would appoint and recall ministers, and the speaker of parliament would assume the powers over appointing heads of central state bodies, senior functionaries, professors, chancellors of universities, as well as the appointment and promotion of generals. In effect, it would install the chancellor system. The opposition and the Slovak National Party (SNS) were against this version. On July 14 Parliament will discuss in the second reading the SNS-tailored bill that would shift the presidential powers to the speaker of parliament.
